Quantity of the steel donot depend on the quantity of concrete but it depends on the type of structure and its dimensions. Quantity of Steel required depends on type of structures. For slab it may be 80 kg per cubic metres. For footings, beams & slabs, it can be 80, 110 & 130 kgs per cubic metres respectively.
