Is there a difference between Financial Department and Finance Department? If there is, what are the responsibilities for each department?

Usually we use the title "Financing Depertement" in case the deparrment is related to financing business (giving loans to people / corporates), while using "Financial depertement" as an adjective to the depertement which is handling all finances aspects in the organization.
