A Product Manager should be someone like a kind friendly dad who cares about his children al lot. Beside having required technical skills, product manager should be aware of value proposition of the product and understand customer needs from their point of view.

So assessment of a product manager goes into two sections: Technical and Cultural. If technical skills exist, so far, so good; if lack of some knowledge exist, I'll provide professional education and training for the person. For cultural assessment, a very unsructured interview can be a good solution.
