What are the external environmental forces specific to Middle East countries that cause time overrun in the execution of projects?

What I have been reading about the Middle East on over run time. External or enviromental forces are a root cause .... enviromental could range from a storm (or other weather related issues), earth quake, or problems at the area where to be build or drilled.

In constructing; buildings are usually designed by foreign companies, since local companies often don't have the know how for modern designs and latest technoligies to build complicated designs.

Many of them have language problems, claim disputes, project delayed disputes, material/supply delays, shortage of qualified personnel, religion, local customs, law requirments, overtime, error in estimation in completion of a project.

Thanks Mr. Rashad, but you have listed the factors that are internal to any one particular organisation which can be solved by the management. Factors external to the organisation are those factor in which the organisation has little control. For eg resistance from local people,unexpected economic depression Etc. think about those factors specific to Middle East.

I guess one of the most critical reasons are the lack of encourging of the manpower. Actually the past few years had shown me how Middle Eastern companies doesnt encourge the manpower or the staff on doing a perfect job. When i see it from my prespictive, that they have always someone in the team to watch for the mistakes and when it happens he's just their to make deductions without taking a second behind to think over how to help improve the attitude of the working force. Now for me i think to have someone with good ability to learn the criticality of any project like when the delay comes from the procurement or maybe caused by the supplier or even by the Sub-contractor or sometimes due to governmental issues or etc... 

Now if we lay down the main keywords of time overrun we would see that in our part of the earth we aren't doing our best to lead we are trying hard to follow but with an arabian aspect and this is what makes us behind all the time.
