I can add the following that I hope it might help. parents should pay attention to the child's hearing. try to regularly test his hearing for at least the first 3 to 5 years or as the audiologist suggest. the child's attention, his interaction with others, and his language accusation.
Quite a broad question that can be answered differently depending on the angle that one is coming from.
To start,learning is a process and for a child to talk they have to first be able to gurgle &make some noise that isn't crying.All that is learning.But now when it comes to the academic aspect,some children just aren't interested in academic things.For one to spot a problem in their child,the mere mention of books and anything academic puts them off and can even start on the water works.
Though some aren't academic they may be into technicals.Things that are educational but not academic.In many cases have we grown up thinking that a certain kid in the community was dumb because we rated him as according to his academic performance instead of looking at him as a practical guy who didn't love academics but loved technicality practicals which are equally important as well as educational.
There is no didactic answer here as some babies are just their own personalities from early on. Case in point is that I was a very late walker. I could swim. There was nothing wrong with me. I just liked swimming or wobbling up to people to listen to them. My medical parents took me to a pediatrician for a second opinion and were told that I was just fat and unmotivated to walk.
Some things for parents to be aware of however include their baby's respense to eye contact by two months and hand-to-eye coordination by five months. Within the same period, two to five months, the baby will hopefully have some verbal and facial expression in response to her/his name and being spoken to.
By nine months a baby typically will demonstrate understanding of basic greetings and permission and may perhaps approximate a vocalisation of a parent's or older sibling's name.
Listlessness, apparant detachment, coordination difficulties, no response to sequentail patters and seeming lack of empathy in a baby of 12 months or more are of concern.

As the question is extremely broad, so must my answer be imprecise. There are a wide variety of special needs that a child might face and the parameters, needs, and indications are quite different...often uniquely so to each individual child. Some commonly seen issues involve perception such as dyslexia. The autistic spectrum disorders are also prevalent, but not always easy to see. Other emotional and concentrational issues like ADD and ADHD are also commonly seen. The problem is that diagnosing them takes comprehensive and sometimes expensive testing to determine. Many parents don't want to imagine that their child is anything but perfect, so many of these issues go undiagnosed and the children may suffer from a lack of understanding and accomodation. Be aware of your child and listen to the professionals that interact with him or her.
I think, Parents should be aware of the mental apptitude of the his/her child. If he/she thinks that his/her child's mental apptitude is going on the the right way (towards learning and picking or grasping things on the better way) then there is no need of worry. In other case, if parents notice that their child is not learning so fast or learning in slow pace and not mentaly grasping or picking things properly, then he/she should adopt some special educational needs according to the apptitude of the child's mind. Its necessary for the mental power or the mental grooming of the child in the right manner or better way. The strong base of the child is depending upon the good learning power and identifying things on the right manner. This is the fundamental way of judging the child's apptitude.
If your child has had trouble focusing for at least six months, it may be time to seek professional help to find out why. Observing your child and taking notes of her behavior will be helpful to the professionals who evaluate her
