The necesaary factors that shall be considered for designing pressure vessel as per ASME Sec VIII requires following minimum considerations:

1. Design Pressure, 

2. Design Temperature, 

3. Maximum Allowable Working Pressure (MAWP),

4. Minimum Design Metal Temperature (MDMT),

5. Service & Process purpose/ description,

6. Joint Efficiency

7. Corrosion Allowance

8. Nominal thickness

9. Head types

10. Site data for wind and seismic parameters,

11. Loads & Load Combinations

12. Stress Analysis, including Thermal analysis, Fatigue analysis and Local stress analysis, as applicable

13. Material of Construction 

14. Vessel orientation- whether vertical or Horizontal
