Yes, but only when he - she has to do so, in emergency cases 

Generally, all decisions shall be as per vision

but sometimes you need to take risk and go ahead and that depend on each case

Better not to be on his own, it's best to consult his top employers or the people that acquire some information at least about his topic in order to avoid bad decisions which will eventually lead to a bad outcome

Not all decisions should be taken without any knowledge about their expected results, but manager can do so in few decisions especially not critical decisions.

No manager should do that.  PERIOD.

Decision making is a skill, how good and experienced the manager at information gathering and analyzing data in the given context for decisions. How good is the intuitions of the manager with the anticipated results?, But always good managers interacts with the team members to know the stand, milestone and pending tasks for effective decision making. If the manager is green on the task, they cant coordinate and put across the tasks at hand. 

Decisions are seen as light but require strong knowledge of the business environement, practise, quick to scrutinize, coordinate and integrate the row data into information.
