During hiring process, how do you test the level of english language of job seekers? personal interviews, phone, online pre-testing ?

In my present organization the following methods are followed:

a. Personal interview (face to face) is a must for any level of hiring. It gives indepth knowledge about the candidate. Written exam is varied in case to case basis.

b. Control over English language is tested to see the proficiency in English.

c. Phone or on-line test is rare, as the candidates are available to face the interview.

All of the above, but to elaborate personal interview let's you know candidate face to face, his level of confidence as well as body language while answering, since70% of voice is lost over phone in transmission so the words chooses by the candidate matters an lastly online test give you his present knowledge as well as how spontaneous is his.with his language.
