A good safety officer / manager would have to balance between both.  None of them if more important than the other and at the same time none of them could be compromised.  Its an art of "DOING THE RIGHT THING" 

Its an art of keeping both ends happy.  the Employers and the employees

As far as I know, safety and production go hand in hand. Producing without taking care will suffer quality thereby reworking occurs. There is always safety when it comes to production no matter how bad a company is otherwise losses will down a company. Now for the safety to be able to be the talk of the company will rely on the boss, the level of safety rest on his shoulders.
