Its true that instagram also acquires pagge, but it doesn't acquire the power of hardcore marketing facebook provides. Whereas, instagram is better used for showcase marketing.
At this point of time, Facebook. Instagram user base still needs to expand a lot and also FB has multiple ways in which advertisement can be done as opposed to Instagram's limited options.
