{ctrl+shift+enter} is used when you have a formula involving array to process several values instead of one. An array formula can be utilized to perform various different types of computations depending upon your requirement.

To give you a small example:

The TRANSPOSE function uses array. So if you just type = TRANSPOSE(range) e.g. =TRANSPOSE(B1:B5) you will get an error #VALUE!, because in this case, the cells are working independently and so the function doesn't make sense to each individual cell. In such case you would use {ctrl+shift+enter} to identify the formula as an array formula and get the desired outcome. As previously mentioned scenarios can be many.
