Is CSS/CSS3 should learn must before going to start working on Bootstrap?

Please clarify my situation here I got stuck to learn bootstrap right away.

simply yes , no matter what framework you use html and css are essential tools for a web designer

PS: it can't hurt to learn a little JavaScript as well.
