I am assuming you want to know how to effectively measure the quality of your operation and Maintenance Program.

Well it depends on how well your KPI (Key Performance Indicators) are set up. If you don't have any. You need to set up your KPI for your teams. 

The KPI you develop will differ on the type of industry you work in. In a manufacturing industry, your availability numbers or OEE (overall equipment Effectiveness) can tell you how your overall O&M teams are performing.

For individual teams/departments you can set up KPI to measure their performance.

For Maintenace a quick look at your PM (Preventive Maintenance) to CM (Corrective Maintenance) ratio will tell you how effective your Maintenance program is.

Similar KPI are to be set up for your other departments.
