The Maximum Stratum level for Network Time Protocol is 15 starting from basic 1 for Server maximum last up to 15, if it crosses 15 means it is unsynchronised.

There are 17 levels of stratum in NTP which is from 0-16. Stratum 0 being the primary reference which is typically GPS and stratum 15 being the last level which is still traceable back to the reference. The stratum 16 is already unsynchronized.
