ISO22000 applies to any organization in the food chain, including food manufacturers. If you are a food manufacturer and you want certification to a GFSH certification scheme, then you will want to implement FSSC22000. This is a certification scheme based on ISO22000 with the addition of another document, PAS2200.  PAS220 is a specification that details requirements for the manufacturers Prerequisite Programs.
