It all depends on your project requirements. Comparing these two I prefer Yii, because Yii is a mature framework than CI. Yii supports code generators and developed using industrial best practices. In CI you have to do some extra work for solving problems. For small projects, you can use CI but for the large project, Yii will be the best fit.
