It can be both. One can have the talent by nature as a blessing or can also develop by the knowledge and experience. Negotiation is not a science but an art.

Learning, and more importantly is practiced several times.

Negotiation is tough but cant be learned. Negotiation = Discipline, process, relentlessness, consistency, practice & routine. Not in born talent. You can learn how to negotiate and do it well. If you have a natural talent, you can improve that skill with.

Negotiation is a talent , but also you can earn some strategies and techniques to enhance your talent to control the case you involved into

also, your awarness of the clear target of your side have a big effect in controlling the negotiation process

I believe negotiation is a skilll that can be learned, developed overtime through exposure and practice environmenent where one is given the opportunity. However, some people are naturally gifted or talented in reviewing and seeing areas of leverage in contracts and cannot convince parties to a proposition during contract/negotiation and they easily succeed. I have experienced this many times over in my professional life.

Talent is acquired through practice, regardless of the craft or industry. Therefore, negotiation is a skill that of course is transferrable but differs from industry to indstry. In other words, negotiating in the nonprofit sector may have nuances when compared to the coroporate arena.
