Is it right for a customer service agent to decline an urgent request from a client?

If the request is genuine and legal, it's not right for a customer service urgent to decline it. Every customer is entitled to be served with respect and to their satisfaction. If we decline such requests, then why should we even call ourselves customer service agents?
