Operational marketing is to do with the day to day operations of marketing, and is more closely connected to Sales.  For example, whether to run advertisments in this magazine or that one, what promotions to offer for the forthcoming holiday season, and so on.

Strategic marketing is to do with long term strategy of the business.  For example, analysing the marketplace to establish, from a marketing perspective, what new products should be launched or which new demographic should be targeted.  (Other departments, for example R&D, may have also have a view these matters and it is for senior management to decide.)
