How can refugee Re-settlement be organized without conflict in Aid distribution from multi parties?

Many factors can be applied here to avoid such things by following 

- Increase the number of caseworkers.

- Scheduling  targeted refugees by names, date of arrive, ages, ...

- Make the process across two or three days or may be four.

- Update your database regularly and maintain your beneficiaries informations

- Remember this service is for most vulnerable people, so not all beneficiaries deserve it ,only those who classified as vulnerable based on UN criteria
