Are the opportunities to create a business are also frequent in times of crisis that in expansion period?

The playing field maybe different, the rules of the games maybe different, but opportunities are always there!

I do believe that, it depends on the type of business will be initiated and the elasticity of the product or the service that will be produced by that business / project.
