SERPS or Search Engine Ranking Positions is completely different from AdWords. AdWords is an advertising platform offered by Google but it does not affect the normal Google results or as we in the industry call it Organic rankings. The Organic Rankings is based on a number of factors and has to do a lot with the SEO strategy in place.

For the first part of the question; if you bid the highest then you have the best chance to appear on the first page, also your daily budget plays a factor on how often your Ads will show up. there are many more things to that but if you are not Google Certified, I would advise you to let an expert handle that aspect of your business as you can end up spending a lot more money than you should and it is possible for you that your quality of Ads and keywords may suffer which will result in costs being much more increased for you than your competitors.

Regularly the higher you are welling to pay the best chance to rank high in SERP but also you have to take in consideration the other factors such as Ad Relevancy & Landing page in order to give the user best experience. All of this factor plus higher biding price for sure will give you the opportunity to rank in the top of SERP
