Is it possible to send packets from one source to destination of two different networks without using routers?

answer is no, there is a option to achieve it with L3 device or PC having 2 NIC cards.

Technically, NO. But there are workarounds. One of them is to have a PC configured as bridge/router between 2 networks. Another one is to have a layer 3 switch.
