sometimes project manager is not cooprative, some times the top management doesnt support you. how do one deal with project in that situation?

You can just do your job (Complete) if you are an employee ( It's easy) - Section Manager you need more patience and try to explain your idea or you plan or any thing you see it's correct if you see there is nothing from the other side - still do your job as what they want !

Reaction depends on what you call it " bad " . Good & bad are situational dependent . For example to resolve an emergency situation , management might force its viewpoint at expense of others which is not bad in emergency but forcing ones idea on others is bad in normal circumstances . So good and bad are subjective terms .
