I totally agree. The human resource part is the most difficult part. And I can add even if they are from the same nationality or even from the same gender. Human actions are normally hard to predict.
The key is to know each individual or group driving motives to be able to lead them properly. If he/she/they can find a reasonable reward from the project they will not perform in an efficient way.
