Usually a "project" covers the intere procedure of a technical work, from concept design untill the built product. A program will usually refer to the design brief, or the construction schedule. For example, a project is a railway station, from conception to completion, while a program is only the procedure of gathering information on what specifications, a railway station, should cover.
