I would Like to answer your questions in two parts:
1st is MSDS - Material Safety Data Sheet - The General concept has been developed for all the people who are all not aware of the Chemicals & its side effect.
So. My answer is yes, as a PG Candidate you must develop MSDS for another employee working with you for their safety reason.
2nd. If you are inventing any chemicals or making a new chemical with the composition of the chemicals then you must take all the measure to develop the MSDS doing all R&D for the use of the Chemicals. But if you are working with all known chemicals then you can easily find the MSDS Online and make a copy.
3rd. All Chemical manufacturing companies are bound to provide the MSDS to its Buyers as per the Standard Rule of any Company Act./ ISO etc.
