For instance if an operator gives command of "Close", the breaker as a result closes. However, in case of trip, keeping in mind that breaker is already closed, there is a chance that breaker will close and trip multiple times by relay. This can damage the closing mechanism of breaker. Hence Anti-pumping relay ensures that breaker closes once  for one close command from control panel.
