These are 3 different programming languages, so you need to decide which language to go PHP (Laravel, Codeigniter), C#(asp.net), or Ruby (Ruby on Rails).

That said I would exclude asp.net. PHP is very common and you can easily find developers with experience to join your team. Laravel would be my choice for PHP framework as it has a lot more features than codeigniter and is widely supported by developers (e.g development packages & libraries). Codeigniter however is more perform-ant but it will take about 1.5 more time to develop an application in Codeigniter than in Laravel.

As for Ruby on Rails Framework, the development process is very similar to PHP Laravel but the support is less and finding the developers for this task would be more challenging.

Also you should consider Node.js & Express.js if your application is very dependent on real-time updates and needs to be quick.

According to my knowledge i think asp.net is best because it provides security.

First of all you need to decide based on your app or website

based on the nature you may choose

but let me tell you breifly

rails contain an advantage which is Rspec, "testing tool"

so in order to build powerful app it need to pass the test

i will choose Rails and you may also consider Scala.

Best wishes

It will depend on your choice. Every framework has their own characteristics and own way of doing things. And the name of the frameworks you mentioned have their strong security. The factor is that who is developing your application, I meant the security, scalability and quality of your application is depend on the quality of the developer/engineer.
