for me there are 2 ways to do it ,

1st is to live or spend at least three months in a country which speaks the language

2nd is to take a course and place a test for you language after the course , this why you are seeing others learning with you and sharing the same objective . the skills test also will be necessary to push you to work harder .

other than that you need to be a really determined person to learn a language . because sometimes it really gets boring.

My answer may be somewhat funny, (can the analogy need to learn to swim to cross a deep river for fear of of drowning to sustain life), there shall be an inevitable insistence to learn and adapt accordingly,

When there is a clear goal and is required to achieve, human works with all possess the ability to overcome difficulties and seek actively to reach that goal,

Linguistics like any science needs to follow the basics for learning and encompassment with all relevant rules to utilize from this language in any field of life.

I think you have to convince yourself that you like it  or love to learn new language before to draw a commitment on it, otherwise you will ignore it and become passive which learning process takes long years because there is  no emphasis of dedication and enthusiasm  and may concluded at the end , never to learn it. Everything that you want to learn is due to your enthusiasm and love that may somehow perfected it through dedication and constant practice.

Imagine that achieving this goal surely is going to add something huge to your resume and bring something precious to your life, then would you leave this opportunity away?!! Of course you are gonna devote more efforts and time to gain that. Thus, you need just some steps to follow which represented as follows:

-  Set up your Plan, including time.

- Allocate specific time to have daily classes, considering morning time or other timing you feel have energy because boring time not well to human to study.

- Practice daily lesson as much as possible.

- Develop your skills as much as you can.

- Talk to language native speaker. Meanwhile, listen to native speakers, videos, films, channels.

- Don't postpone any activity or homework requested by teachers.

- Visit places which you think they can help you to practice language.

- Subscribe to famous journals or sites to enrich your skills.

- Love that language you study, not to enforce yourself to do it because enforcement can bring nothing!

I agree with experts answer. Thanks for the invitation.

Commitment is very important to achieve goals, I think spending specific time( daily time) in learning is the key, because it is all about continuous practicing, and when you choose the time choose it wisely.
