Yes, it depends on how long it will take for a certain clearance request to be cleared, for example, in a government institution, an ordinary request might take up to a week or more, because a director is either busy or in a vacation.
In a private corporation for example, a person in a vacation will be immediately substituted by another person with the same level of power, thus operate within the same scope.
