Should men always wear a neck tie when in business attire, or not?

I am finding these days neck ties are not seen as "necessary" depending on the climate of where you live, it may not be appropriate ( EG : Europe climate verses  UAE climate.). Thoughts

PS: I hate wearing Neck ties.

The default is to wear a tie.  However, there are many occasions and places when it is not needed, or is even inappropriate.  A tie remains the default because it is an intrinsic part of the outfit (a suit): the shirt and jacket are designed to be worn with a tie.  Also because it is more formal, and it is always better to be slightly too formal than slightly too informal.

Remember that it's easier to wear one and take it off (I've done it in a meeting more than once) than it is to not wear one and put it on.
