It Depends on Factors like Budget and Number of unit you are having.
For Example, if you are having less number of units it will be better to go for the Electric Heaters, as it will be economical as well as easy to install and maintain.
On the Other hand if your are having More number of units Connected it is better to prefer for Boiler System / Heat Pumps for better working operations and Performance.
Personally, I will go with the Boiler System with instantaneous heaters in Line for Operating larger system.
Energy wise :
definitely hot water system is the most efficient, and low operation cost.
Hazard :
fire and electrical shock are suitable for electrical heater.
Initial cost :
electrical heater is cheaper than any other system and easy to fix and maintenance.
for me, i prefer to use heat pump or hot water system if the budget of HVAC system is large enough.
electrical heater, easy to install n very economical too.
Depends up on the Energy u posses
If you are having high voltage usage go for Boiler system & i u dont then i prefer you using Electric heater as it the most economical way for heating
