Legally and officially, a CEO is exposed and liable for his/her decisions; therefore the board of directors, investors, the state or anyone inflicted by the decision could file a law suit against a CEO, providing that there are legal grounds for such. Claims of general ethics could hardly stand in court as the CEO could justify his/her intentions for a given decision.
