In my opinion any bad web site design can interfer with it being benifitial because the user can not keep looking at it.
"badly designed" is subjective. It could be badly designed as a web application not functioning fast enough or if you mean "badly" designed graphically. Does badly designed mean simple design such as a google search page for example or a gmail page?
It's a matter of taste. One may like highly constrast colors vs complemetary colors etc. There is no universal definition for badly or goodly designed. You cannot have a universal agreement on wheather a design is better than another. And of course it's relative because comparison will be between a good one and a bad one. So, what defines a good design vs a bad design...!

UI is the heart of an applications, i am full stack web designer and developer up to me the apps that is badly designed should not be the best application ever . Recently i go through some of the application i found https://dubai.dubizzle.com/ is badly designed but more user friendly and successful application in the GCC countries. Vote up if you like my answer
