I think windows 10 is best between windows 8 and 10. It is very user friendly then 8 and process request very faster then windows 8 or 8.1. installation of windows is easier then 8 and its outlook is very cool.
Windows 10 may be better than earlier version of Windows 8.1 but if you have personal laptop then i would suggest to enjoy using Windows 10 however if you are working in any enterprise i would go for Windows 8.1 bcz the main reason that not all application are ready for the new OS so an earlier version is always recommended for trouble free working.
Take an example; your security software which could be any say like Symantec End Point may not support or compatible with Windows 10 straightaway and might need to upgrade Symantec first before Windows 10 deployment similarly other end user apps which required server connectivity requires to be compatible with Windows 10.

In my point of view, Windows 10 is good because Windows 10 has lot of great features. I let you know some them:
Windows 10 start menu is more good than windows 7 and windows 8.
Windows 10 has Cortana on Desktop. It is voice controlled digital assistant on desktop computer. User can find their files from hard drive by voice instructions even user can run powerpiont file.
Windows 10 has Xbox App. Windows 10 will allow to play any one Xbox game on PC. It works on DirectX 12 support. Windows 10 users can joing windows 10 online users accrose windows 10 platform.
Windows 10 has Project Spartan Browser. It works with support of Cortana within browser and Project Spartan Browser open pdf file automatically without acrobat software.
Windows 10 has also improved multitasking. Windows 10 runs different another windows in other screen. It is as same as MacOS multitasking.
Windows 10 provide office touch support features for office users.
Action Center is funtastic feature of windows 10. User will get central place for all notifications.
Windows 10 has lot of feature if I write here, I can make book for you. But I recommend users to upgrade their windows on version 10.
I am dealing with 8.1 and 10 both. I would suggest to use 10 if you are trying to connect your offices/sites or branches through VPN. It is efficient and less troubled.

I have been into IT for more than 10 years now and I am still amused by Windows 7, its awe and especially, it's sustenance in the market till date. However, if you want to choose between Windows 8.1 and Windows 10; I will vote for Windows 10. In Layman's language and without getting into the subtly of the subject, Windows 8.1 is a subset of Windows 10. Personally, I don't like any of them and will still suggest Windows 7. Windows 8 is better than windows 10 because of the simple features and performance wise.
In my point of view, Windows 8.1 is better than Windows 10. Windows 10 is not user friendly and the view of all files and folders is not good when compared to Win 8.1
