Is it wrong to hire someone who is over qualified for a specific job ?

I learned that hiring a motivated person with a long term clear motivation in the current position is the best option.
If a person is clearly overqulified for a certain job of his education, then it is in my eyes questionable to hire him as his target would it be to climb up the rank or to get a salary increase till his target is reached and for long term you will have a very unsatisfied employee who choose the job just because he couldn't get something better.
This reduces the productivity!
