Delphi method is suited and used fro Decision making to make consensus among different people. When you have people with different opinions and different backgrounds we use that method. That question can be confusing between decision making and team discussion but Delphi method is used in team discussion to make consensus decision.
Delphi is used to collect biased opinion on a topic, with out effecting it with any external or internal factors, Also is a way to compare between different experts opinions on a specific topic.
