How can i explain the government, that " I can solve the problem ?

I'll tell you about Dale Carnegie's third principle (You'll find in How to Win Friends and Influence People). If you want someone to do something, tell them how they'll benefit from it. Here's an example from the book. A child didn't want to go to kindergarten. His parents told him about the toys he'll pay with. He looked forward to seeing the toys in the kindergarten.

They can solve it too but they chose not to. 

The best way to explain anyone that you are competent to solve any issue or problem is to provide them the following:

1. The reason of any specific issue/problem and how it affects the overall government function

2. Strategy to solve it by using current government apparatus and resources

3. Solve it for them without asking any monetary/non-monetary reward to generate the goodwill for next time

U ACTUALLY DONT NEED TO EXPLAIN, U SOLVE IT.

SIMPLE 

this is when i have the ideas and facts of solving that problem where by is needed for the government to come in... there are some issue you will need anybody or some one to solve when you have the idea or knowledge about it.without the idea or knowledge of something ,you cant solve it.

also it may depend on the type of problem .

best way to influence government official are facts and figures (f&F) and how will you solve problem those F&F. Add some best practices used in other countries that will increase your audience attentions.
