It depends on what size of your business is !

If the employees are less than 50 then there is a possibiliity for him to directly involve. However, again it is very important that he shoudl take full help of the experts of each department and take a decision based on his inter pretation of the information received. 

He shouldnt be having an ego issue if any of his employee replied to his answer which he was not supporting or happy about. He should involve in the dialogue and professional way either should be convinced or convince the key person.
