I have been designing artworks for a project where I am trying to manage an omni-channel approach. This requires same artwork to be recreated4 times just so that the artwork can fit the required sizes set by the guidelines of these platforms (Facebook, Twitter etc).
I cannot use the canvas or image resizing because it distorts the logo size and ruins the quality of the image.
Select Image on the menu bar/ Image size. Given the proper pixels of width and height (each platform demands different sizes for posting, use it on the profile photo or for de heading), we Save for Web to obtain a low resolution .jpeg image
Make a New File with the required size Px X Px on 72dpi, Place the "Flatten" artwork on that file and resize it by pressing "Shift", centralize it to the best possible limit, Flatten the file and save as jpg.
Go to IMAGE list then press image size..
or >from the scale size options
Go to:Menu/Image/Images Set your size in px or mm/scale up or down in size.
- make sure resolution is 300 dpi for print- "Save for web to ensure an optimised web image
most likely you do that by the crop tool to reach the size you want
Layers have to be resized proportionally by using the Shift button while using the Free Transformation tool.
We save the artwork as an image(jpeg), and then can be placed on the(FB / Instagram/ Twitter) etc

Have you tried content aware scale? you could change the canvas to the desired size and use content aware scale to have a little less distortion.
