Using Domain and group policy. so every body must follow our rule wether their like it or not.
From Technical perspective, organization shall rely on preventive controls to limit and restrict access using for example a FW for network level access and solid and stringent application access through Role based access. From people perspective, encouragement is an important element to have IT admin and support follow the related IT policies and standards. I suggest organization to develop dedicated awareness programs and campaigns that is targeted for those IT Admin and support. These programs and campaigns must emphasis in the importance role of the IT admin/support to effectively run the business and safeguard the company assets from any potential compromise. This can serve to increase their level of responsibility to follow the IT policies.
If the staff were not following the company's IT policies, their information / data (company or personal) may gets compromised, hence I always insists all the staff to strictly adhere to various IT Policies while they on on company's network.
