The phrase ‘soft skills’ is often used to describe the skills which characterize relationships with other people, or which are about how you approach life and work. Others phrases that are often used for these types of skills include: ‘people skills’, ‘interpersonal skills’, ‘social skills’ or ‘transferable skills , that is how it is defined by experts but let us introduce hard skills as skills of the basic need of the job that type of skill can be gained by training for example painting , welding, computer works, building , etc

Soft skills, also known as "people skills" or "interpersonal skills," soft skills relate to the way you relate to and interact with other people.Interpersonal skills are the life skills we use every day to communicate and interact with other people, both individually and in groups.Interpersonal skills are also sometimes referred to as: social skills, people skills, soft skills, communication skills or life skills.Soft skills are hard to learn, whether in school or outside. You develop them as you grow and start working. Soft skills are not job-specific and help almost everywhere.

In addition to our colleagues answers, I can describe both skills as capabilities and characteristics for some people who can create and develop good human relations with other to be more successful in their social life and professional life. Soft skill includes communication abilities, social graces, emotional empathy, leadership traits and language abilities.

Interpersonal relationship is more often used in the work and business development as the social interaction with other by face to face communication with participation other people as customers and co-workers in their interests,  matters, sufferings and happiness.  Both Skills required as  important characteristics for the Business, Sales & Marketing Personnel.

Yes there is a difference.

Soft Skill is more relevant to a person  himself/herself per se.

Interpersonal skill is more relevant to a person leveraging his/her soft skills, persona,influence and charisma in dealing  with other persons for job eefectiveness.

Skills that are context dependent and can not be articulated or quantified through numbers or words fall in the category of 'Soft Skills'. For example being courteous and respectful of other party in negotiation is a soft skill. Body gestures, tone, voice and interactions etc play key role in mastering these skills.

There is.

Soft Skill covers the entire gamut of people and in turn relationship management having the impact on the success of business. It is, what one can say " a general management skill ". 

Whereas interpersonal skill is one part of " soft skill ".

I think interpersonal skill is one of the soft skills.
