KNOW MAY BE POSITIVE OR NEGATIVE BUT WANT TO DO 

Problem: Not being aware about something/someone which/who might have enhanced the carrying out of the tasks or activities. Being in dark side (no idea) regarding a certain thing.

 

Issue: Something which raises a problem or challenge or gives a certain view or direction regarding the matter.

 

Challenge: Difficult faced while trying to reach a goal/target

Problems can short term can be resolved by suitable decision  ,issues may be long term and needs to be seen in all prospective and needs to be resolved 

 challenges may be a mix of local issues and some  cronical problem also needs to understand carefully in detail find out a solution along with other concerned people ,all por and conse has to examined before taking a concious decision and that needs to be moniteresd the effect of the decision

Good question I think the problems, issues and challenges are all the same. But the difference between them is determined on the basis of how to deal with this issue and based on the nature of the person himself. I think the way of coping is to determine the success and continuity of the person in his or her work successfully. When faced with a dilemma, a normal solution is dealt with by ordinary solutions, but when faced with the issue as a problem I think that the solution is very difficult and far from any easy solution possible In case of dealing with the issue as a challenge in this case all solutions are available and existing.

problems are something that you are stuck on and can't figure out. A challenge is something that will be hard to do, An issue, on the other hand, may not qualify as a challenge (though it might), but it needs to be addressed if there is to be a chance for a good outcome.

Problem : A problem is an obstacle which makes it difficult to achieve a desired goal, objective or purpose. It refers to a situation, condition, or issue that is yet unresolved.

Challenges:A challenge is something that you desire so much that you want it (at any cost) A challenge is either given by some one or is taken because of inner desire. 

Issue : it is not major , or  some thing we call it issue before we known if that a problem or not . it may be solved before we call it a problem.
