Cost planning during post tender before the contract is let can be used to aid cost control in case of possible re-tendering for the project where the lowest Tender is significantly higher than both budgetary and Pre-tender estimates. Analysis of the lowest tenders against Consultant pre-tender estimate will reveal elements of the project that needs critical review. for example if it is discover that some few elements or items are significantly over budget, then in the new tender to be issued,we can deploy any of the cost control tools to manage this aspect.We can in the new tender include this work as provisional sum or PC item to be executed through instructions.Even if value engineering is to be carried out before re-issuing the tender, we can be properly guided as to which aspect of the work/project is to be attended.
