As Safety professional what are the minimum requirement you enforce for electric safety when your organization is not interested to spend money?

For your own safety, PPE would be affordable for you. For the safety of system, establish some routined maintenance procedure following NFPA, OSHA etc standards and practice them with proper PPE. Minimum safety would be aquired by this way. 

The safety  measures  implement on minimum requirement as use OF T&P (TOOL &PLANTS) AND PPE( personal protective equipment Which are major requirements for the safety.

If your Organization does not spend money on Electrical Safety programs, then it becomes your own responsibility to adopt means so as to stay safe while doing your job in the electrical field or any field. I will spend some money to buy PPE( personal protective equipment), like hard hat, Steel toe shoes, safety goggles, gloves, and fire resistant clothing. If I am safe and alive, I can continue my job otherwise you know the result. So for my own safety I will spend some money myself. I doubt there is any company these days in business which does not follow OSHA rules, so they have to buy safety gears for their employees.

I'm an Electrical Power Systems Engineer. for that I will answer as a general information.. in this case I'll use the fuses and traditional CBs and Fire extinguisher to fire fighting.
