Theoretically, the projectized structure is best for the project. However as the project manager can't be an expert at everything and to keep certain amount of check and balance, the contact of different functions with their respective functional heads also become a necessity. So in real life 'Matrix' structure is the order of the day. However wherever the functional heads allow their team to cater to the project's needs as much as possible the results are good. But when the functional heads don't understand the needs of the project and have more say over their functional team at the project than the project manager, the results are disastrous for the project.

In my opinion, If you have a good team of various discipline head engineers then projectized gives better result.
