Due to the excessive presence of salts in raw material,it react with already present in the cement  C3A,C3S,C2A,C2S which are after water addition change and make new compounds,then access of 

chloride effect the steel and enhance the oxidation process which resultant early corrosion,and sulphte

react with concrete and decrease its durability.
