You can find the best tools in CorelDraw and Adobe Illustrator. I would also start by asking about

1. The services/products.

2. Goals of the company.

3. The main competitors.

4- Age range of the target customer.

5- A tag line if available.

6- Any specific imagery in mind for the logo.

7- Any color preferences.

8- The message they want the logo to convey to the audience.

Research on the project. Find the essence of the design that the company is trying to achieve which will contribute to its branding. A logo is symbolic representation of the company, make sure it fits to the description given to you. Create and design some samples to choose from.

To help an amateur graphic designer creating a logo, he/she should ask questions first, who are the target market, what is the feel of the brand, do a research which or what kind of logos are appropriate in this era. Explore colors or swatches, find and understand typography layout. Resources like Canva will help alot on creating a logo, Pinterest also do, logoinspiration in Instagram. Practice both Photoshop and Illustrator, since these are most widely use tools. Cheers!

It can be difficult coming up with a logo for a company as a new designer. You might get lost in the stress of it all. But here are a few tips that I've found useful:

1. Ask the client about the company. This can help you get a clearer vision of what the logo should look like according to the clients tastes/preferences.

2. Create variety, but not too much. It is always a good idea to have at least 3 different options for the client to look at. The 3 options should be stylistically varied, so that you can get a sense of what the client likes. More than 3 or 4 options tend to get the client lost.

3. Color palette. Color is important, it is the feeling of the brand. You need to choose a color palette that can be expanded in case the client needs things beyond the logo. Along with choosing the color palette, you need to remember that color is like emotion. Choosing dark colors for a fun and lively brand might not be the best choice, unless you use it along with a brighter color to create contrast.

4. Do your competitive research. Finding out what similar brands have done as far as logos are concerned can be a huge help. It can give you a clearer understanding of what is "in" at the moment, what direction you might want to go in, and of course it can also help you figure out maybe what NOT to do.

5. When you finally present the logo to the client, try to make it real for them. What does this mean? It means not simply sending them the logo on a white background, try placing their logo into relevant mockups. This will help the client visualize the logo.

First any designer should get the idea that a client to get across, than he should work this idea by doing many rough sketches before coming up with a good design, the best software I've used in my profession has been illustrator and photoshop. there are a lot of other program you can use to make simple logo's but i prefer adobe's creative cloud.
