What do you think of the statement " some are not made for leaders and administrators in spite of higher qualification as leadership has to do with inborn abilities and personality"?

Somehow, I agree 

Leader always and everyday  should learn,read,watch to learn something related to his-her work environment , and sometimes they (Leaders) facing something made for others not for them , but no harm to learn anything from this case, may be it is useful for future

So not everything (Inside - Outside) organization  made for leaders even they handling inborn abilities
